Turn off or Automatically Delete Sync Issues Outlook 2003

I have an environment where Cached Exchange mode is required along with a 100mb mailbox cap.  Due to occasional loss of connectvitiy and other random "Sync Issues", the sync issues folders can get loaded up for some users...especially when a large attachement email gets in there.  Anyway, unless my users know to click "Folder List" and then manually select all and delete from each sync issue folder...the folders eat up a good amount of our 100mb mailbox cap.  I have little need to keep track of "sync issues" especially for 99% of my users.  

Is there a way to turn sync issues off, automatically delete them, or automatically send them to "deleted" items (which I believe was the case in previous Outlook versions) ?  Can anything be done via Exchange Server 2k3 to do any of that?

You can delete them via OWA.

No, I didn't produce the macro.  The original author apparently decided they didn't want it.  If you'll open a new question, then I'll be glad to create and post the macro I had in mind.
