This user was able to begin booking without issue, so the tech I sent to help him decided to leave well enough alone. The above response seems logical.

We have created his mailbox and imported his previous company's email from a supplied pst file using the Exchange Exmerge utility. We have imported their calendar and contact information. I have given him instructions on how to clean up his address book to remove anything with the old company's ou.
So Far, I have had another user at his site can create and send a new meeting invite to the exact same people without issue. When he attemtps to create and send a new meeting, he gets this undeliverable message in his Inbox: This message could not be sent. I just had the same issue where I'm an Exchange admin. The problem revealed itself when the user tried to schedule a meeting with multiple users. We then discovered that the user could not send any internal e-mail from his Outlook client, but could send e-mail from OWA. We ran a "detect & repair' on his Outlook which seems to have fixed the problem. Another solution I saw was to start Outlook from the run on the Start menu with the /cleanprofile option.

This may sound like a simple solution, but it worked for me.
Back-up the folders listed below for the user :
Application Data\Microsoft\Outlook
Local Settings\Application Data\Microsoft\Outlook
Perform a detect and repair, choose to reset defaults and restore shortcuts

Hi dcollett,
Look at his macros in Outlook. Does he have any? He will probably have "ShowAppointmentCreator", which is okay. If he has any other macros, disable or remove them.
Also, if that doesn't work:
Can you start Outlook in safe mode?
Click the start button, select run and type in Outloolk.exe /safe
This sounds like it might be an addin. If you run Outlook in safe mode, it will disable all of the addins.
cheers,
frankco
