Question

Unable to send email with MS Outlook 2003 with Win XP Pro (sp2) but can receive.

I am ousing a PC with Win XP Pro (sp2) fully patched and MS Outlook 2003, (11.8010.8107) sp2.

I don't know if it is any way connected (it may not be), but subsequent to a recent download and installation of an "update" for windows and the MS office suite of applications (I have the full office suite for XP installed on my PC), I'm now finding that whilst I can receive email without any problems, I cannot send.

Sometimes, I'm not getting any error being reported and the application just freezes. On other occassion, I'm getting the following error being reported:

"sending reported error: 0x800CCC67. The server connection refused from [my IP address].

In an effort to resolve the issue, i did the following: used regedit to register the following DLL: regsvr32 inetcomm.dll

Given that everything was wroking perfectly just befor downloading the update and I haven't made any changes to the account settings, I have no idea what it wrong.

Please help.

I forgot to add that I use Norton Internet Security 2006 (fully patched) but even turning it off completely doesn't resolve the issue.

Greetings, willvz123 !

1. Register an important send/receive library file.  Go to Start > Run and type regsvr32 inetcomm.dll

2. Check if antivirus email check is slowing sending and receiving.  Disable it. Check if other programs running in the background is interfering. Disable one at a time the Firewall, antispyware, antispam, and all Norton programs.

3. In the account settings, Advanced settings, change the server timeout time from 1 min to 5 min

4. Check if outgoing mail server authentication is required. Select that option in account settings and use same settings as incoming server

5. Your ISP may be blocking port 25. Try using alternate port 587.

If no joy, you need to use your ISP SMTP server to send out emails.

6. Create a new Outlook profile.

Update ...

I've followed all the steps outlined in the last posting but to no avail. I made the specified changes to the outgoing mail server port number from 25 to 587 and having run the "test account settings" script , the following errors were reported:

1) Find outlook mail server (SMTP). The outgoing mail server was found but it refused the connection.

2) Find outlook mail server SMTP). Outlook could not connect to the outgoing mail server (SMTP). The problem could be server name or port.

I can tell you that I have connected my ISP (ntlworld) and they have told me that they have not made any changes to their mail servers. Please bear in mind that this problem did *NOT* exist prior to downloading Microsoft's latest windows update.

Hi willvz123,

Make sure Norton is not set to scan outgoing email:
Exit any email programs that are running, including Microsoft Outlook or Outlook Express.
2 Start Norton AntiVirus.
If Norton AntiVirus is installed as part of Norton SystemWorks or Norton Internet Security, then start that program.
3 Click Options.
If you see a menu, click Norton AntiVirus.
4 In the left pane, click Email.
5 In the right pane, uncheck Scan incoming Email and Scan outgoing Email.
6 Click OK.
7 If you use Norton AntiVirus 2006/2005, then in the Protection Alert dialog box, on the drop-down menu, click Permanently, and then click OK.
8 Exit Norton AntiVirus.

When you are having problems with Outlook, press the Ctrl ~ Alt and Delete key.
Select Task Manager.
Click the Processes tab and take a look at the percentage of CPU process that Outlook is using.
I'm betting that it will pretty high. Let us know.

Also, check your addins by starting Outlook in safe mode:

Click the Start button and type this in the Open box field. Please add the quotes.

"C:\Program Files\Microsoft Office\OFFICE11\Outlook.exe" /safe

If that works check your addins:
In Outlook click Tools ~ Options ~ Other ~ Advanced Options ~ Addin Manager.
Uncheck all and restart Outlook. If things work normal, check each addin one by one and restart to see which one is causing the problem.

You have both Outlook 2002 (from Office XP) and Outlook 2003 installed at the same time?  They will conflict.  Uninstall the Outlook version that you are not using.

UPDATE ...

Have checked the CPU usage whilst running outlook and it seems to hovcer around 17% which seems pretty low to me.

I have now created a brand new profile using the settings my OSP have given me (same as they were before this problem started) and tried using outlook to send mail.

Result: I am still getting a 0x800CCC67 error.

Please help!

Just so's you know, I originally bought outlook 2002 from CD and installed that on my machine. When the 2004 version was released, I downloaded and installed from the MS website, the upgrade patches to give me the full 2003 version.

I have consulted with Symantec on this issue and havng paid them $49 in an effort to fix this problem, they are adamant that the problem lies with outlook.

Check your Outlook directories to make sure you do not have Outlook 2002 and Outlook 2003 installed.

If you believe the latest Windows updates cause the problem, go to Add/Remove Programs > Windows Updates, and uninstall the latest ones.

Can you try something. When you create an email, click little arrow just right of options on the menu bar and check From. Enter in your email address and see if you can send.

Hi willvz123,

No, I want you to manually type your email address in the From field and try sending the email to someone else.

You have to click the From field in order for that field to show along with the To field ect....

Windows Update can cause send issue with Outlook. So it is worth trying to uninstall the update. Note the number of the update you uninstall. Later on, you can reinstall that update, if desired.

If Outlook update does not fix the problem,

I assume you updated the full Office to 2003, not only Outlook.  Outlook 2003 and Office 2002 programs can conflict.

Disable MS Word as editor. Go to Tools > Options > Mail Format, and uncheck MS Word as editor. Now test.

Norton Internet Security can be the problem.  It interferes with many programs.  You can allow smtp.youremaildomain.com in NIS allowed list, or uninstall NIS altogether.

When you say you have created a new profile, is that a new Outlook profile? Windows profile?  If you have not created a new Outlook profile, do so

To answer your question, I have created a brand new Outlook profile but despite having manually inputted the actual settings, their values are exactly the same as they were previously. These are just as my ISP gave me.

Since you have uninstall NIS, you need a temporary firewall. Enable the Windows Firewall.

Register an important Outlook file. Go to Start > Run and type regsvr32 OLE32.DLL

KB923694 is the Outlook Express cumulative security update. Uninstall it.

I'm going to jump in here and see if I can't help out.  After looking at the website referenced abve (outlook-tips), I think one thing that may not have been done is setting the profile to load by default.  When you created the new profile and opened Outlook, did it prompt you to select a profile or did it load as normal?  If it loaded as normal, it may not be loading from the new profile at all.  To make sure you get to select which profile to use, follow the steps below:

1.  Start > Control Panel
2.  Click on 'Switch to Classic View'
3.  Once in this view, open Mail
4.  Select 'Show Profiles'
5.  Select the radio button next to 'Prompt for a profile to be used'
6.  Click 'Apply'
7.  Click 'OK'

You were basically right!

I undertook the steps you suggested and then tried relaunching Outlook. When I did so, the application did prompt me to select a profile. Selecting the new profile I created ("Wonderful Will"), a wizard appeared taking throught the steps necessary to create a new mail account. This I did.

Entering the settings given to my by my ISP:

Incoming mail server (POP3): pop.ntlworld.com
Outgoing mail server (SMTP): smtp.ntlwworld.com

etc ...

I found that the original reported problem remains.  I can receive email, but upon sending, an 0x800CCC67 error is reported.

Will,

Do you still have the .exe that you used to install Outlook?  You may be able to run it again and use the built-in repair function to possibly fix something that has been jacked up in Outlook itself.  If the profile switch didn't work and the other things that our fellow EEers haven't worked, that'd be my next suggestion.

Hi willvz123,

Never mind about the From field. Although you should also see it by clicking View on the menu while creating a new email and selecting From. My thought is that for some reason your ISP is not reconizing your email address as being valid and refusing a connection. But, since you can receive, this should not be a problem.

I did notice that the smtp address for outgoing email you gave is incorrect. Perhaps this is a typo. It should be smtp.ntworld.com and not smtp.ntlwworld.com. One too many Ws.

Customer Email format: user.name@ntlworld.com
Outgoing Mail Server: smtp.ntlworld.com
Outgoing Mail Server type: SMTP
Incoming Mail Server: pop.ntlworld.com
Incoming Mail Server type: POP3

Latest update:

Acting on your advice, I ran the detect and repair facillity for Outlook.

Do so, resulted in an error dialogue box appearing with the following error message displayed:

"Error 25090. Office Setup encountered a problem with the Office Source Engine. system error: - 2147023838. Please open C:\Program Files\Microsoft Office\OFFICE11\1033\SETUP.CHM and look for "Office Source Engine" for information on how to resolve this problem."

Acting on this advce, I did as instructed. The following information was supplied:

When you attempt to install, repair, or uninstall Office, you may receive the following error message:

Office Setup encountered a problem with the Office Source Engine, system error: [error number]. Please open SETUP.CHM and look for "Office Source Engine" for information on how to resolve this problem.

This error may occur when you are installing, repairing, or uninstalling Office and one of the following conditions are true:

The Office Source Engine (ose.exe) failed to start either because it’s stopped or disabled.
The Office Source Engine no longer exists.

RESOLUTION

If the Office Source Engine has been stopped or disabled

1. Log on with Administrative privileges.
2. Right click on My Computer.
3. Select Manager.
4. Click on Services and Applications.
5. Select Services.
6. Find Office Source Engine and enable the Service.

1. Log on with Administrative privileges.
2. Run Setup (setup.exe) for Office.
3. Select Repair or Reinstall, and then click Next.

Now becuase I didn't know which of the two possibilities applied, I decided to first check the existence of the source engine and see if the service had been started. Following the first set of instructions, I found that the service *does* exist, that is, it hasn't been deleted

BUT ...

It has become disabled on my PC and no matter what I try, I cannot start it?

So, any ideas as to how we proceed from here?

I REALLY don't wnat to have to do a reinstallation unless absolutely necessary.

Try to repair the Ose.exe file

To repair the Ose.exe file, copy the Ose.exe file from the Office 2003 CD.
To do this, follow these steps:

1. Determine where the Ose.exe file is located. By default, the Ose.exe
file is in the following location:
path:\Program Files\Common Files\Microsoft Shared\Source Engine\

2. Insert the Office 2003 CD in the CD drive.

3. Right-click Start, and then click Explore.

4. Use Microsoft Windows Explorer to locate the following folder on the
Office 2003 CD:
path:\Files\Setup

5. Right-click the Ose.exe file, and then click Copy.

6. Locate and then click to select the folder in which the Ose.exe file is
located on the computer. For example, locate and then click to select the
following folder:
path:\Program Files\Common Files\Microsoft Shared\Source Engine

7. Right-click the Source Engine folder, and then click Paste.

8. If you are prompted to replace an existing file, click Yes.

Reboot your computer and see if the service has started.

It this still does not work, your only option may be to re-install. You may even have to do a clean with MS's clean utility if the re-install fails. http://support.microsoft.com/kb/290301  The download link is on the lower part of this page.

is there anything I should be aware off before I start a reinstallation? I.E., is there a correct way to go about it or can I just run the original installer disks again?  Any advice on this would eb appreciated.

Reinstallation of Office should not loose your data or settings.  But you should backup your data and settings first, just in case there is a glitch. Note: Be careful when you restore your settings. You may restore the error.

1. Backup your emails and contacts by backing up the PST file.  PST file is located in C:\Documents and Settings\<user>\Local Settings\Application Data\Microsoft\Outlook.  It is a hidden file, so you have to unhide hidden file. Go to any folder and select Tools > Folders Options > View. Check "Show hidden files and folders". Click OK.

2. Back up your other settings with Save My Settings Wizard

Export the entire Outlook key to a file. You've now backed up your email accounts. To restore the backup to another computer, simply import the backup into the new computer's registry. You may need to delete the Outlook key off the new computer first.

LATEST UPDATE:

I have now backed up my date and settings and reinstalled Ms office and you know what?

*EXACTLY* the same problem I had with this issue has remerged.

Please help somebody this is driving me crazy!!

BTW, is anyone willing to assignate Mr. Gates? I'll happily pay the going rate. :-(

Set up your account in Outlook Express and see if you can send with OE.  Don't forget to leave a copy of message or server, so Outlook can retrieve it.

I don't know if this has been suggested because I didn't read everyone's posts, just a few.  But why don't you try doing a System Restore back before the 22nd of December?

You can create a check point for how your system is now, then do a restore back to before the 22nd and then test.  If no go, you can just restore back to today's date.

Again, sorry if this has already been suggested.

I have no re-installed MS Office 2003.

BUT ...

Now I have yet another problem!

This time, I can no longer send OR receive email. If I attempt to do so, I get a 0x8004210A error. And a message saying the operation timed out.

Now what???

Did you try setting up the account in Outlook Express and sending from there?  Or use Thunderbird instead.

I have now definately re-installed Office 2003 at your suggestion.

I haven't tried using thunderbird but will do so and will report back.

Hi willvz123,

I was wondering if you would still have the problem after re-installing. As I mentioned earlier, you may have to do an Office "clean" after you uninstall MS Office.
From post above:

The problem can be caused by corrupted registry settings. Even an uninstall will not fix it. That's why you would have to use the Office Cleanup utility.

Mark's suggestion is certianly worth a try. Let us know how you do with the above. If it still does not work, I'll post other possible fixes.

HURRAH!!!

it works!!!

Thanks to war1 and a few others, I now have a working copy of MS outlook 2003 as well as all the other Office applications. It's only taken me the best part of 3 days to fix!

God I hate Microsoft! Mr. Gates should be made to pay us all compensation for his lousy software. He could, afterall, afford it! :-)

A big thank you to all concerned. You guys are a hell of lot more efficient and effective than MS's own technical support.

I was curious if the email address you were using was given to you by your provider or supplied to you by them....? That error typically occurs when you are using a "foriegn" email address on a different providers network(IE: Your internet provider is ATT and you are attempting send mail through ATT mail servers using a Comcast email address. Receiving is fine, but sending will require authentication which will obviously fail since its 2 different domains.)   Basically, you can't log into ATT ANYthing, with a Comacast ID....

I have seen Norton disrupt S/R even though its disabled. In the past I have had to uninstall it.

Personally I am against any AIO internet security solution.. and have found Norton to be the worst of the bunch..  The best protection comes from the human behind the keyboard/mouse ... aka the worst nut in a car is the one behind the wheel.  When NIS works it works well.. is hard to configure.. when it bombs it is a mess to fix..

Curious - Who was your ISP?  I have had alot of these in the past year that subscribe with AT&T, SBC and Yahoo.  They have implemented blocking port 25 and now use ports 465 and 995 and once this is put in your Outlook you then have to register alternate addresses with your account in order to send mail out on their servers.  Just an fyi if this is your ISP.
