There was a problem with a users maibox. Somehow the Exchange server was not reflecting the users actual mailbox size. So I moved it to another store on the same server and it sorta refreshed itself.
Now trying to move the mailbox back I keep getting error "After moving a mailbox, you must wait for cleanup operations to complete before you can move it again"
I figure the cleanup operations happens after every backup. After waiting for backups to complete I still get the same error.
This has happend with every mailbox that I move who's mailbox keeps growing on the server.. This usually happens after a user has made a PST and moved the mail into the PST. Nothing happens to the users mailbox except for constant mailbox full emails from system administrator.
What can I do to move this mailbox back to the proper Storage Group? I asked this question before with no solution.
So far I have tried what I listed pluss moving other mailboxes into the Storage group with no problem.

I think this is due to cleanup operations never happening in the first place. Cleanup operations also does an online defrag which would fix any of these problems. The problem is the maintenance runs at the same time as Veritas Backups so it quits the maintenance.
At least I hope. I found the problem.
Ran into this problem. Had moved two users b/w stores and the move failed leaving partial mailboxs in the destination store. Did it again and it failed but said it deleted the dupes. Then I got the mailbox cleanup failures with all future moves. I then moved the affected users to the same original store (that they were still on). This succeeded immediately, then I was able to move them to the new store. Seems counterintuituve to move a mailbox to the same store its on. I guess that just resets a value in AD and makes the mailbox mobile again. Go figure.

Make sure the account you are signed on as has permisions to modify the
users account.
Always perform the move from the source or destination exchange server
(not through a admin workstation).
