toolbar missing from automatically create e-mail window in Outlook

I have an outlook user who is using a service called top producer.  It is an online contact management system for real estate agents.  It offers software that integrates with outlook and creates a toolbar with an enhanced send button. It sends the message and also sends a copy to top producer where it is organized under her contacts in that system.

She also uses a pdf creator called deskPDF which creates a pdf and automatically attatches it to an e-mail message.  So it starts a blank message window and the pdf is attatched to it.  I have also tested this issue with another pdf creator called Click2PDF.

The problem is that on the messages that are created by the pdf maker the top producer tool bar is missing.  When I right click in the tool bar area only standard and formatting are available for toolbars at this time.  When I open a new message from outlook normally there are many more toolbar options available, one being the top producer toolbar.  I tried switching from using word as the e-mail editor and that makes less toolbars available but does not change the issue.  I don't know why I tried that just playing around to get a feeling for the situation I guess.

I contacted tech support for the pdf program and they were not aware of this issue and said it was just an outlook problem, which I think is true but I was hoping for more.  \

If anyone can tell me details about this issue and if there is a work around for me or if that is just the way it has to be.
