Outlook 2003 calendar invitations to Outlook 2000

Scenario: Outlook 2003 client and Outlook 2000, no Exchange environment, *nix POP / SMTP server

Problem: Outlook 2003 client tries to send appointment invitation to Outlook 2000 client, but the appointment is "garbled," meaning the message does not provide options for Accept, Decline, etc, but instead shows a lot of text with what appear to be the internals of an iCalendar?. Outlook 2003 to Outlook 2003 invitations work properly. Also Outlook 2000 to Outlook 2003 invitations work correctly too, if sent with Tools | Send as iCalendar.
