The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. Can Send/Receive in Outlook Express but not Outlook 2003

Hi, I'd been using Outlook 2003 successfully on my Windows XP SP2 laptop for nearly a year now, until a few weeks ago.  Since then, Send/Receive stops working for days at a time before mysteriously starting to work again.  The errors that I get are:
            0x8004210A
            0x8004210B
            0x800ccc15

I hadn't made any changes to my e-mail account settings.  I disabled ZoneAlarm, Windows Firewall, and AVG Free anti-virus, but that doesn't help.  
All of my accounts (comcast.com and also my small business' domain) are failing, and my co-workers (who work from their homes) aren't having problems.
Also, I normally don't use Outlook Express, but today I created my POP3 accounts there and am able to send/receive in Outlook Express with no problems.  So as a temporary solution, I'm downloading my e-mails into Outlook Express and then importing them into Outlook.  Then I'm importing my Outbox messages from Outlook into Outlook Express so that they can be sent.

I'm a stand-alone home user.  The problem isn't my wireless network or my router, because I can't send/receive even when I'm on other wireless networks or when I'm connected directly to my cable modem with an RJ-45 cable.
I tried increasing the server time-out settings.  I also tried creating a new profile (Control Panel > Mail), but that hasn't helped, except maybe for one time a couple of weeks ago.  (I don't know whether the new profile was the reason why send/receive started working again.)

In spending hours researching this problem on the web, I came across Microsoft's suggestions at:

They recommend removing and reinstalling Outlook Express.  But I'm hesitant to do that since Outlook Express is working fine, and if I mess it up, I will cut off my last remaining lifeline to receiving e-mail via my POP3 accounts, and web mail isn't really an option for me because I travel a lot.
