Outlook toolbars won't stay put.

Outlook tool bars are in the wrong spot.  I can move it but next time open outlook goes back to the old spot.Solution=Remove all extra toolbars, right?....problem is that I am only using standard and Email.  There is still another one that still shows up even when both of these are closed.
