Outlook not forwarding Some emails - just stay in outbox - Why?

After rebuilinding an outlook profile due to corruption and spending considerable time on it.
It seems some emails cannot be forwarded. Therefore they take an email in the outbox. Press forward and it just remains in the outbox.

Others seem to be going now. What on earth coudl be casuing this? Other searches have suggested rebuilindg outlook profile but I have lterally just done that to solve another problems and o not relish doing it again
(particularluy because there is no features to export and impiort email accounts - has no one built a tool for that?)
Please help?
