How can I sync a Public folder with a Personal folder using Outlook 2003/Exchange Server 2003?

Greetings!

I'm trying to find a way to sync a public folder to a personal folder within Outlook 2003, running Exchange Server 2003.

The details:
There is an employee phone/address directory under our Public folders that gets copied to the personal contact folder of every Outlook 2003 installed PC in our company.
Every time a field employee within the company logs onto their laptop either locally or remotely,  this employee directory is supposed to update any changes that were made on the Public folder, to their Personal folder under Contacts.
So if an address or phone number was changed on the Public side, once the employee logs onto their PC, it should sync those changes to the directory under the Personal folder.
The PC's are all running Outllook 2003 with WinXP
Exchange Server 2003 as well

Our old IT support person left the company, so I'm trying to figure this out without any aid, so help is much appreciated.
