If you add something into the contact, such as a name, and save can you then delete?

Couple users in the company when they open the contact folder in public folder, they see over 100 blank entries, I added one of the user to be the owner of the contact folder, when I try to delete the blank entry, i received error message" unable to delete the item, either the item has been removed or you dont have the permission". Office 2007 users don't seem to have the issue.
Please help!

can you view the permissions on each contact at all ?
from OL2003 & OL2007 ? Are they different ?
(I have a mixed envionment and no problems like this. there are others !)
