Outlook 2003 receiving some JPEGs as unopenable, red x (filename info being added to file header) - OWA OK

Outlook 2003 SP3 user is receiving some JPEGs as unopenable. Double-clicking JPEG attachment from message opens Office Picture Manager with just a red x. If saved to local disk and opened, same thing. JPEGs won't open in Windows Picture Manager or Photo Editor (from Office XP). If the message with JPEG attachment is forwarded from Outlook on the problem machine to another user the JPEG is fine. Opening the JPEG from within OWA 2007 (Hosted Exchange 2007 SP1) works just fine. If I open a "bad" JPEG in Notepad, I notice the the filename is at the beggining of the file (MIME info?). If I open a "good" version of the JPEG in Notepad, the filename is not there at the beginning (see attached samples).

I tried deleting all files in the Outlook secure temp OLK folder but that didn't help. Also tried deleting all offline files in IE's temp files folder.

Funny thing is some JPEGs and other attachments such as PPT files are OK.

Not running any unusual anti-virus/security software apart from Symantec AntiVirus Corp Edition 10.0.2.2000. None of our other machines have had this problem.

Any suggestions? I will try reinstalling Office 2003 and SP3 to see if that fixes it but what a pain.
