Outlook 2007 .msg attachments won't open

I have a user that saves (drag and drop to a folder) some of his emails in a certain folder.  He drags and drops the messages in that folder.  They always save with the .msg extension.

For the past couple of weeks this user CAN open the .msg emails but the attachments will NOT open. He get an error: the operation failed.  An abject can not be found.

I heard ther might be an issue with Google Desktop.  It is NOT installed on this PC.  Google Earth was installed and I remove it.  The problem remains.
