Why are .tiff files attached to an e-mail staying in the outbox?

I have a use trying to send .tif files as e-mail attachments.  The mail goes right to the outbox and stays there.  An e-mail with no such attachments goes fine, clearly.  She converted the .tiff to (much smaller) .jpg files and those when fine.
The crux of the question is:  where is the hang up, exactly.  On the send side or the receive?  Will they eventually be sent?  Why no error message or the like explaining the matter?  Is bandwidth the issue, or storage?Start Free Trial
