Can you set stationery to a set width within outlook?

This is really a two-part question about Stationery within Outlook. We use a mixture of Outlook clients between 2000 and 2007 and I have been asked to update our outgoing emails with a banner at the top of the email, and the usual legal text at the bottom.
Now, so far I have found that the Stationery feature seems to be the best way to go, but a couple of problems have arisen.
1) It seems you can only use Stationery in a NEW message, not on replies or forwards. Does anybody know of a way of doing it for replies/forwards.
2) Can you set the width of the email without using tables? This problem is because the banner is a set width (805 pixels) and management don't want the text to then wrap off the edge of the banner.

Hope the above is clear. Anybody help would be useful :)
