Why does the Startup splash screen always open when I lauch Outlook 2007?

On one particular machine, when I launch Outlook (my account does have admin. rights) the program launches, but so does the "Startup" screen.  When I go through the wizard, it fails because, according to the error message, the SQL Servier service is not running.  However, SQL services are running, and 2 cannot be started.  Those are SQL Server (MSSMLBIZ) and SQL Server Active Directory.  In the Event Log, MSSMLBIZ won't open because:  OS Error 5 (Access is denied).  For SQL AD, the Event Log says:  "0" is an invalid number of start up parameters.  The service takes two start up parameters.

I'd like to get rid of the Startup wizard, and not configure Business Contact Manager.  But I can't get around this.  Thoughts?Start Free Trial
