Archive pst by year

I have users that have outlook pst files for many years and has grown very large, some are 6 to 8 Gigs in size. We want all users to limit their pst file to 2 gig or less.
 
For the users that has already grown well past the 2 gig, is there a way archive their pst's off to archive pst and do it by year while keeping the same structure?

Only thing I've seen is you can do a export to a pst file then a export date range, however that looks like it just does a copy of the selected date range to the new pst.

This is Outlook 2007, is there a way to spit up a users pst into Archive pst's such as one for 2007, 2006,2005 and so on and keeping the same folder structure? Or what would anyone recommend  in this case to get a very large pst file spit up and archived and keep the working pst down under 2 gigs.
