Need some advice on working with Outlook 2003 quarantine folders

I run outlook 2003 in a citrix enviroment. I recently brought our exchange server online and replaced our POP3 external server. Since than outlook will throw emails in to its quarantine folder. It wont let users add "trusted" accounts and if a user deletes the quarantine folder the next time they get an email from someone outlook doesnt like it recreates a quarantine folder and puts the email in it. I want to eliminate the quarantine folder all together.
