I cant send or receive emails : "Error 0x800ccc78 Server Responded 551 in Outlook 2003"

Hi Guys,
This problem is happening only on my computer (Windows XP) which is in my job network. From all of the other accounts, I am the only one with this problem. I had already contact the guys that manage the web server and from their side seems that there is no problem with my account.
 I had tried different things like:
checking my account properties, making sure the smtp server authenication checkbox is selected,  I created a test account from home which gave me the same error until I change the servers smtp info for my home account, with this little twist I can send emails but I still cant receive. I decided to forget all these tests and decided to use the webmail page for my account the results are I can send but I still cannot receive email.
