Outlook 2003 freezes/Hangs when Delegate option is selected

For some reason, when one of our users select the Delegates option on the tab in outlook 2003 the entire outlool program just hangs! You can't do anything else iin outlook.
Thefore cannot assign permission or assign delegation. This applies only to the Delegation option

any ideas?
