I have this problem on my laptop. It was working fine then I didn't use it for email for a couple of months until I went on a trip and there it was. I seem to be able to download email but when I go to tools email accounts I get the above message. When I click on new message I get the error "messaging interface returned an error". I can't delete the entire program as I don't find the disks. I have them for two other computers but for the laptop I must have left them in California.

Ok, good news, but. I was able to restore Outlook by just using detect and repair and selecting discard customized settings. Reading previous answers I thught this would be much more complicated. So now I have a new Outlook set up. I imported the old pst file per instructions. Suposedly it's there but I can't find it. Personal folders only lists one folder and everything is empty.
