The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Because of the way the system is set up, the most important variable in this equation is you. Outlook 2003 meeting off by one hour

I have an User called Bob is having problem with meeting appointment time. All users send appointment invite to Bob, the email always indicated that the time is off by one hour. For instance, if I invite Bob to have a meeting with me from 3-4pm on Aug 13, 2008, it will shown as 2-3pm on this incoming email.

I already uncheck "automatically adjust clock for daylight savings time" on Bob's Outlook 2003.

Microsoft Update does not indicate that any DST patches are missing. I installed the TZMOVE today, it indicates that newer version had been installed.
Any ideas hoe to fix this problem ?

One thing is quite interesting though if I log on as myself and send an invite to Bob's on his own PC and then ask Bob log back back in to check his email, the appointment looks correct and is not off by 1 hour.
