Picture Tools toolbar does not display nor does Format Tab when image selected in Outlook

Using MS Office 2007, Outlook 2007 on Vista
If I do a screenshot with Prt Scrn, then paste into body of New Outlook Email message, on my primary machine (Vista), I see Picture Tools in "pink" over a FORMAT tab.  When I click on Picture Tools, I see the Picture Toolbar and the Format tab turns pink. This also happens on my secondary machine with XP Operating System.

On the third machine, the Picture Toolbar does not display at all nor the Format tab?  Doing exact same steps?  Therefore, I can't crop the image?

* You could try to set the composing message format to "HTML" and then try editing the picture in outlook message.

* In Outlook client, go to Tools menu and then select "Options".

* Within the Options page, select the Mail Format tab , within that select the Message Format option from the drop down menu as "HTML"

I did try that and it didn't work.  Still can't get at the picture toolbar?
* Just to confirm, hope that you have the picture highlighted / selected while you check this on your 3rd machine. Its only when you actually select the picture that you get the Format Tab and Picture Tools button visible.

* By the time you verify this i would look for some more clues.

Yes, on my 3rd machine, I can only see Picture Tools when I have selected the image.  However, when I do the identical on the other machine, it does not appear.  Is there any way to manually make the Picture toolbar visible?
* I wonder why it doesn't come in the other machine, if followed the above mentioned rules.

* Well you could still edit the inserted picture but in a bit uneasy way.

* Assuming that the other machine also has Outlook 2007, could you try the following:

1) Open a new message template. Insert a picture in the body of the message.

2) Right click on any empty space on the Toolbar, there you would have an option which says "Customize Quick Access Toolbar"

3) Within that window, on the left hand side pane, you have a option called "Customize". Highlight that and then on the right hand side window you have a drop down menu "Choose commands from".

4) Click on the drop down menu and select "Picture Tools | Format Tab". Then below you would have the list of commands that you can use to edit the picture. You can add the required ones and say OK.

5) Those editing commands then would be visible on the top left corner of the message window ( called the  Quick Access Toolbar) beside the MS Office Logo.

You can use those commands to put in the desired editing effect. And those inserted commands would always be available the next time you create a new message.

A quite tedious idea, but can give it a shot.

I no longer have access to the machine with the problem but I believe your idea would work and is not one that I would have thought of.  Thanks for the insight.

These solutions did not result in my being able to see the Picture Toolbar when I select an image. Thanks for the help but no point in keeping it open any longer.
