Outlook keeps updating folders

Server : Exchange 2003
Client : Outlook 2003
Total Users : 50
Users facing problem : approx 42
 
Problem description:
Outlook is connected in Exchange Client mode.
Every time a user exits from Outlook, and restarts at a later time, Outlook starts updating the folders from start instead of updating only incremental items.  
 
What we have already tried :
1.    Created a New Cache .ost file, solution failed
2.    Deleted users profile from the desktop and recreated the entire profile and a new outlook, solution failed
3.    Formatted the system and recreated the user profile and outlook profile, solution failed.
4.    Removed AntiVirus and instlled AVG Free to test if AV is a problem, solution failed.
 
Pls suggest any alternative you may have.
