Exchange Outlook attachments size double in size

I have a weird situation in that a user gets a pdf file that is actually 5mb in size, but when looking at the Outlook message header it says the attachment is 10mb  in size.

This happens to almost all pdf files and a few other files. Is Outlook not reporting the size correctly is or this a bug in MS Exchange 2003 with serviced pack 2?
