How Do I Stop Outlook From Sending Duplicate Emails?

Hey,

I have a client who has a pop emali account configured with outlook 2003. whenever he sends an email  I would say roughly 2 out of 10 messages he sends get sent twice to their destination. I've already tried  repairing office 2003, uninstalling and reinstalling. I've made sure Office 2003 suite is all patched up, I've even gone iand changed server timeouts from the default of 1 minute to 5 minutes just incase it was timing out. It seems like I cannot figure out what is causing outlook to behave like this. Any help would be greatly appreciated.
