Send Button does not appear in Outlook

Dear All,

When every I try to compose/reply/forward any message in Microsoft Outlook 2003, below error message is displayed "your current settings prohibit running Active X controls on this page. As a result, this page may not display correctly." & also SEND button does not appear on the message body. Below is the config details of the system

OS - Windows 2K SP2
MS Office 2003 /Sp2
