Outlook 2003 displays "The operation failed" window after dragging an email from the Inbox into the a fresh email

A user creates a new email and drags an existing email from their inbox into the email, after clicking on it once it displays OK, then after clicking it a second time it displays "The operation failed". The user is able to send the email, but when it is opened at the other end, the same thing happens (opens once, but after one time "the operation failed").
