After transition from Exchange 2003 to 2007 attachments are sending winmail.dat

After I completed a transition from Exchange 2003 to Exchange 2007 users are sending e-mails with attachments that are sending as winmail.dat instead of their word or pdf's.  Some users are sending in Outlook 2003, others in Outlook 2007, but all in plain text, after trying in HTML.  I'm thinking its an Exchange 2007 issue since it didn't exist in Exchange 2003.
