How do I disable this feature in outlook:

To permanently delete a message bypassing the Deleted Items folder in Outlook:
" Hold down the Shift key while pressing Del.
" Click Yes.
REASON: We use exchange 2003 and this permanent delete option bypass our safey net of restoring accidential email delete.

Shift DEL doesn't stop you from recovering items. You just need to enable the Dumpster Always on feature which allows DIR to work from any folder, not just the Deleted Items.
Otherwise your only option is to use a journal mailbox and a third party tool to manage the mailbox. While a backup application will work for older items, if the email comes in and the user immediately deletes it, the item will not be picked up by the backup.

Good catch, Mestha, I didn't think about that possibility.

I found this on the web but not working for me. I restarted outlook but no. Using outlook 2007.
Click Start.
Click run
type Regedit
Locate the following subkey:
HKEY_LOCAL_MACHINE\SOFTWAR E\Microsof t\Exchange \Client\Op tions
On the Edit menu, point to New, and then click DWORD Value.
Type DumpsterAlwaysOn, and then press ENTER.
Double-click DumpsterAlwaysOn.
Type 1 in the Value data area, click Decimal in the Base area, and then click OK.
Close Registry Editor.
Restart Outlook
Click Start.
Click run

Some options:
Use backup software that can backup to the mail item level and you will be in-line with your safety net policy.
