I checked for the "Name" of my Outlook signature file in the Microsoft Windows XP SP3 "Registry" and did not find it. So the retention of a signature setting does not appear to be a Registry entry unless it is encoded in some non-ASCII (not Plain) text.

In Windows XP with Outlook 2003 the signature files (yes, files) are located in the following location by default:
C:\Documents and Settings\<user_profile_name
Typically there are three files, one .HTM (HTML), one .TXT (Plain-text) and one .RTF (Rich-text). If these files do not have the same Date and Time stamp upon them then your Outlook may be guilty of having mismanaged them the last time they were edited. I see this happen from time to time and the issue can usually be fixed by opening the file directly from the above folder using an Editor other than Outlook and saving the file again (to "refresh" it, so to speak).
Right-click the .HTM file and "Open with" Microsoft Word if it is available.
Right-click the .TXT file and "Open with" Notepad to keep things simple.
Right-click the .RTF file and "Open with" either Microsoft Word or [Start] > Programs > Accessories > Wordpad (if you want).
* NOTE: The right-click option will not allow you to Browse to Wordpad, I am simply using this as guidence to the Accessories program in question.
