I was seeing the same error on an XP Service Pack 2 machine wtih Outlook 2007 and Acrobat Reader 8.1:

This file cannot be previewed because of an error with the following previewer:
Adobe PDF Preview Handler
--
The error was occurring on ALL pdf files, and I don't have Google Desktop installed.
I tried upgrading to Acrobat Reader 9.1, but to no avail.
After reading this post, I ran Office Diagnostics while Outlook was still running, and then auto-magically the PDF previewing started to work! I'm pretty sure I wasn't doing anything related to Outlook or Acrobat Reader/PDF while the diagnostics were running.
Anyway, I'm glad the preview works now, and I wanted to share my story. Thanks for the tip!

Does this occur for all pdf files? What is the exact text of the error message?
Have you installed any programs recently? Google desktop particularly? There was an issue with that in the past.
Have you run office diagnostics from the Help menu. Have you checked for updates?
