We do use exchange server but i just want ti done on one client. I wouls thinking that there should be an entry in the registry under current user. I dont know if there is though.

I can confirm there aren't any registry hacks for it.
You could push it via a group policy. You'll need the Office Resource Kit for whatever version of Office that user is using. This link may be able to get you started.

When Outlook is asked to respond to a read receipt request
Key: HKCU\Software\Policies\Mic
Value name: Receipt Response
Value type: REG_DWORD
Value data: 0 = Always send a response
1 = Never send a response
2 = Ask before sending a response (default)
importing this should do it for 2003 and 2007 outlook

As far as the client goes there are a few third party tools out there that claim to be able to do so, although I can't vouch for them.
