Attachment Details

I have a client using Outlook 2003 on a Vista machine.  He sends Email with attachments and 3 out of 15 receipants do not receive the attachments.  If he sends using WinMail they get the attachments.

I have a client using Outlook 2003 on a Vista machine.  He sends Email with attachments and 3 out of 15 receipents do not receive the attachments.  If he sends using WinMail they get the attachments. If one of the receipents who did receive the attachments forwards to one who did not, they then get the attachments.  What setting in Office 2003 can filter out attachments?
