Unable To Share My Calendar Outlook 2003

Hello All,

     I have a user who is unable to share his calendar in Outlook 2003 with Exchange Server.  When he goes to calendar he is able to click the Share My Calendar Link.  The Calendar Properties box pops up but it is missing the Permissions tab.  Any ideas on why he can't share his calendar?  Is this a permissions thing in AD?  Thanks.
