Outlook 2003 error ID 10083 when replying to email

Hello everyone, I have an issue where a users clicks "reply" to an email and it takes a good 7-12 seconds for the reply box to come up, then when they hit "send" it takes about 20-25 seconds to actually send. During this time, the cursor is "busy".
Also, I click "reply" to a certain email (don't know if this happens to every email) and a box comes up that says "Microsoft Word is set to be your e-mail editor. However, Word is unavailable, not installed, or is not the same version as Outlook. The Outlook e-mail editor will be used instead". Then is goes on to say the rest of the stuff I put in the "Code" section. When you click the link at the bottom of all this, you get a microsoft web page. If you try going to it, it says "Message: Links to additional information about the error message you saw are available below.
Currently there are no Office Assistance articles available for this error message." It does give me an "ID" of 10083, but I cannot find anything on that error online. I've tried detecting & repairing Word/Office, and that produced no results. I've also tried all combinations of checking/unchecking "Use Word 2003 as the default mail editor", as well as re-registering ole32.dll.

Does anyone have any suggestions?

This error message may appear if:
You have Word configured as your e-mail editor and Word is no longer present on the computer.
The form is corrupt.
Word has faulted.
You are running a version of Word that does not support e-mail editing.
This can also occur if Microsoft Office Outlook was started in Safe mode (achieved by pressing and holding the CTRL key while starting Outlook).
To work around this problem:
Start Outlook in normal mode.
-Or-
Configure Outlook to use the Outlook editor as the e-mail editor.
On the Outlook Tools menu, click Options.
On the Mail Format tab, set Use Microsoft Office Word to edit e-mail messages to unchecked and click OK.
-Or-
Reset Word (reboot may be needed or Detect and Repair should be run).
-Or-
Reinstall Word.
-Or-
Upgrade Word.
