Outlook 2007 iCalendar Forward .ics to .msg conversion

We are experiencing an odd behavior from Outlook 2007 Calendar Appointments that are forwarded.  Scenario:

User1:  Vista Business, SP1, w/ Office 2007, creates an Appointment and saves it.  The appointment is then forwarded as an iCalendar item (.ics) to User2.  Sent Item shows outbound message w/ an .ics attachment.  User 2 receives the email, with the .ics attachment, opens the attachment, and it is saved to the User2 calendar.

User2:  XP, SP3, w/ Office 2007, creates an Appointment and saves it.  The appointment is then forward as an iCalendar item (.ics) to User1.  Sent Item shows outbound message w/ an .ics attachment.  User 2 receives the email, but now the attachment is an .msg file, which, when opened, wants to act like a meeting request, with the cursor flashing in the TO field.  The calendar item can not be saved to User1's calendar.

Has anyone else witnessed this issue?  Any known resolution?
