Look down in the bottom right hand corner of your Outlook window and see if it says "Working Offline" or "Offline" if it does, click on it and uncheck "Work Offline".

Are you using windows xp with sp2. If so check the firewall settings there was an issue with the firewall blocking UDP packets. If you turn off the firewall does email come in normally?
