The Outlook - Exchange behaviour hasn't changed between versions.
The way that Outlook and Exchange work is via push packets. Exchange sends a packet to the Outlook client to tell it something has changed.
The behaviour you are seeing is classic interference. Windows firewall is the usual cause, but I have also seen it with old network card drivers on both the clients and the workstations.
The fact that you get an update when you choose a new folder is also a classic sign of that, because that forces Outlook to connect to Exchange to see if something has changed.
Ensure that the clients are on the latest service pack as well.
Is there any reason why you are not using cached mode?

try to upgrade effected client to OL2007 & Compare the performance becoz e2k7 with ol2k7 works great also if u r migrating to e2k7 then i think u shld update u r client as well & chk
also tell me
what is the avg size of mailbox for effected user?
