No this is not available in Outlook 2003 you are limited to the flag colours as installed.
In Outlook 2007 there is more flexibility to ad custom colours etc...

How to add addtional Outlook Color Flags
Outlook 2003 comes out of the box with its set color reminders. However there is only a limited flag color selection. How can I add additional color flags to the list, so that my user can select from a larger color selection?

Outlook 2003 doesn't allow you to change flag colors or add more flags. The only thing you can do is create a Flag toolbar and change the button labels to help you remember what you're using the flag for

"Today" flag, then I would sequence the rest of the flag colors where:
"Tomorrow"=pink
"This week"=purple
"Next week"=blue
"No Date"=orange
"Custom"=green
