No this is not available in Outlook 2003 you are limited to the flag colours as installed.
In Outlook 2007 there is more flexibility to ad custom colours etc...

Outlook 2003 doesn't allow you to change flag colors or add more flags. The only thing you can do is create a Flag toolbar and change the button labels to help you remember what you're using the flag for

"Today" flag, then I would sequence the rest of the flag colors where:
"Tomorrow"=pink
"This week"=purple
"Next week"=blue
"No Date"=orange
"Custom"=green
