That depends on how the message is being sent by the remote side. Completely out of your control.
If they are using a good bulk email tool then it may well send just a single copy of the message with multiple recipients. However on the other hand it could be an individual connection for each message. There is no way to know and nothing you can do about it either way.

If they are all listed in the to field then exchange only receives one copy of the message and forwards it on. However if it is the same message but addressed individually to each user then exchange receives a message for each user it is sent to. Hope this helps.
