If you physically disconnect your workstation from the network (by disconnecting the network/ethernet cable), does that "solve" the problem? If so, the delay may be caused by the machine trying to connect to a network resource that is unavailable, but taking a while to time out before giving up.
If that is the case, you may want to check your mapped network drives, and make sure that each mapping is pointing to a network drive that actually exists on your network.
