outlook 2007 crashing upon start

Outlook 2007 crashes upon startup everytime i open the program.  this occurs across all user logins/profiles on the computer.  i have uninstalled and reinstalled the software.  i cannot remove the existing profiles from the mail applet in control panel.  when i attempt to do so it crashes with an unknown error 0xc0000409.  i have tried under a user account with no profiles in outlook and it crashes upon startup also.  i have tried different service packs, updates, etc with no luck.  Outlook will not start in safe mode.  repairing the installation doesn't help.  any ideas?

Have you used the /cleanprofile and /cleanviews to try and get it back working?

What happened to cause this problem in the first place?  I presume that Outlook was working normally at some point on the PC it's installed upon.  I would suggest a System Restore to before the problem manifested.

havent tried those switches because i reinstalled and some acounts dont have profiles but they still have the problem.  Outlook was never in use before this.
