Outlook 2010 stuck on Verifying Data Integrity

A user's Outlook 2010 program when it is opened will take over an hour to go through Verifying Data Integrity. When it does reach 100%, The program will open for a second and then start the Verifying Data Integrity over.  We have tried using Scanpst.exe to scan the pst files and repair any damaged it found, run a repair on the Office Suite, open Outlook in Safe Mode, and with Outlook /cleanrules but it will not go beyond Verifying Data Integrity.  We have tried scanning the OST file but it just hangs.  Any assistance offered would be greatly appreciated.

Why do you have both PST file and OST file?   A main PST file is for POP3 use; an OST file is a cache for Exchange use. Two different things.

Are you on POP3?  Or Exchange?  (or with Outlook 2010, you can have two different kind of accounts in two different profiles).

We are on Exchange.  The user uses PST files for yearly archive.

I cannot open Outlook to remove the Archive PST files as it will never get beyond Verifying Data Integrity but I can try the rest.  I will do so and then update Thinkpads.
You can copy the Archives and just delete them. Outlook may complain about that but deleting the Archives won't break Outlook.

Another thing to do is to create a new Windows userid on the problem computer. Open Outlook and connect it to Exchange. It should open. Does it?

Okay, I will do that with the Archives and tried using a diff Windows user on the computer and Outlook opens without an issue.
The user may have a corrupted profile (not uncommon), so it the above (deleting and re-creating files) does not work, you may have to re-make the user profile.

It is the problem with the PST file
Use "scanpst" and repair the PST after taking the backup of the PST
