Issues with GAL not updating in cached Exchange mode only

I have a problem with my Exchange, where users that are operating in cached Exchange mode are not receiving updated copies of the GAL.

It is not a solution to have the users in non-cached mode, and because of the number of users affected it is not feasible to rename all of their OABs to resolve the issue.

The server has been rebooted, however as an added measure I did also restart the Exchange File Distribution and the Exchange Address Book services. There are no relevant errors in the event logs. The Exchange and Outlook versions are both 2010.

I have tried issuing the following powershell commands to resolve, but this did not work:

get-globaladdresslist | update-globaladdresslist
get-addresslist | update address-list
get-offlineaddressbook | update-offlineaddressbook

The Exchange installation is fully patched and up to date. There are no other known issues on the network. Exchange is installed on S2K8 64-bit but I'm not sure that's of any consequence with this problem.

I have upped the logging on OAB events to high so will update you if I start to see anything relevant.

try it on a fresh new client profile if that makes a difference. if so, then delete the ost files from the non working user profiles

I could do the same thing with the OAB files locally - the amount of work in attending 100+ users is too much, I ideally need the server-side fix or a GPO that can make any potential change to sort.
My Offline Address Book is not updating when I use Cached Exchange Mode.

The Offline Address Book (OAB) is automatically updated every 24 hours, unless Microsoft Outlook is set to Download Headers or Outlook has detected a slow network connection and On Slow Connections Download Headers Only is selected. You can change these options.

How?

On the File menu, point to Cached Exchange Mode, and then click Download Full Items, Download Headers and then Full Items, or Download Headers.
 NOTE   Cached Exchange Mode is available on the File menu only when you are using a Microsoft Exchange Server 2003 e-mail account. For more information on the version of Exchange server you are connecting to, contact your Exchange server administrator.

You can update the Offline Address Book manually. On the Tools menu, point to Send/Receive, and then click Download Address Book.

I have done a forced update with cached mode off and it doesn't make a difference, the issue re-presents when cached mode is re-enabled.

All - I completed some checks and in the OAB in Organization Configuration, the distribution mechanism was set to public folders only. From what I understand this is the method Outlook 2003 clients or earlier *only* utilise to update the OAB. As all of my clients are using Outlook 2010 I have configured the OAB to also utilise web-based distribution and am waiting for my users to test.

This hasn't been resolved yet, but we are investigating wholesale changes to Exchange. I have selected multiple answers based on the helpfulness of the respondees.
