This operation is not supported until the entire message is downloaded OUTLOOK 2013

We had an imap account setup in Outlook 2007. Well I copied the pst file over and setup the imap account in Outlook 2013. When I try to open items a few week old I get the following message.

"cannot open this item . This operation is not supported until the entire message is downloaded, download the message and try again".

I right click on the email and mark for download, but clicking process marked items, or send/receive does not work. Banging my head!

I would recommend against what you did.  Moving PST files between versions of Outlook is just asking for trouble.

If the account is IMAP, then the server has all the messages stored.  I would create a new account in Outlook 2013, and then have the server download all the messages again.  It might take a while, but not longer than over-night.  This way you'll start out with a completely clean profile.

If you need the contacts from the old profile, I would import those off the old PST file, using the proper Import/Export in outlook, not just moving the PSTs.

There are tons of folders. Id have to reorganize each email into its folder. Not gonna happen.
Folder structure is part of the IMAP spec.  If it isn't preserving folder structure, then you have a non-compliant IMAP server, and all bets are off.

Well the reason I pulled the pst over is because it did not.
Then I'm not sure what to tell you.  I've used gmail with Outlook for years, across three different versions, and it correctly syncs my folders and labels back and forth.

The one concern could be that your folder structure in 2010 is too deep for Gmail.  In other words, if the combined name length of a folder and all its parent folders is greater than 255, Gmail can't create that label correctly.

If you were using IMAP in 2010, your label structure in the Gmail web client should match the folder structure of Outlook.

I deleted the profile and tried setup again. It worked perfect this time.
The issues addressed by the question were answered.  Comment 39979278 described the expected resolution to the issue.  Based on asker's response, this comment addressed the issue.
