Hotmail error. Remote host said: 550 SC-001

When sending emails out from our webmail I get the following error:


Hi. This is the qmail-send program at server88-208-248-91.live-servers.net.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

After following the link on the bounce back it tells me more about the error:

550 SC-001      Emails rejected by Outlook.com for policy reasons. Reasons for rejection may be related to content with spam-like characteristics or IP/domain reputation. If you are not an email/network admin please contact your Email/Internet Service Provider for help.


my mail reputation is Neutral on senderbase.org:

and not in any blacklists on mxtoolbox.com:

What could it be? this happens when sending to any hotmail email address.

Yeah, SC-001 is certainly one of the less clear cut errors, at least if it was one of the other SC-00x errors you'd have a more definitive idea of what was happening!

As I understand it, and from my experience with dealing with this issue myself, I believe Microsoft don't purely base their domain/ip reputation scores on public blacklists, eg they have their own in-house setup as well, which could explain why you're not seeing the address listed on any of the blacklists.

I'd suggest you'd need to contact Microsoft, or get your ISP to contact them on your behalf. In theory there are contact links from the troubleshooting like you've been to, but they seem to take you in circles. Though a thread on TechNet I discovered this form a while ago :

for reporting blocked IPs and getting the ball rolling to get your IP removed from the blacklist (or find why it's there). The form still loads, but I haven't used it myself in over 6 months so I can't confirm for certain it works, but it's worth a try.
