Exchange Server / Outlook - how to force address to BCC field

Hello, I have been given a puzzle to solve.  My client has a number of different distribution lists in the Global Address List of their Exchange server.  These distribution lists contain the names of all customers, vendors, etc.  e.g. One list is called All Customers.  The problem we are trying to solve is to find a way to force the Outlook user to place the distribution list in the BCC field so that the recipients cannot see the contents of the list.  

Has anyone got any ideas on how to accomplish this goal?
