The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Recommended hardware and / or software for digitising newsletters and microfilms

This question does not seem to fit snugly into any category that I can think of, but here goes ...

I intend using Adobe Acrobat 9 Pro extended to create PDF portfolios of a historical newsletter, and the PDF portfolio must support OCR, hypertext, metadata and indexing, but before I can do that, I must go through the laborious (and potentially dangerous) process of scanning either the Microfilms (16mm or 35mm reels or Microfilms) or the original publications into PDF format. My question/s are around this process:

1) Has anyone on experts-exchange worked on this kind of project? (ie converting publications or Microfilms) into digitised format? what would you recommend as an low cost but highly effective machine for the scanning of Microfilms in order to convert them to PDF? (Speed of the device is not an issue)

2) Are there any less-than-obvious but nonetheless inherent dangers associated with converting microfilms that I should be aware of?

3) Is uding a digital camera to photograph the printed publications on order to convert them a feasible alternative, in opposed to going to the microfilm sources?

4) Any weblinks, resources, software, etc recommendations that I should read up about, or be aware of, as I embark on a project that is completely new to me?
