That's odd. It should work. You may find that the following sequence works:
@Command([OpenView]; "Information"; ""; "0")
or
@Command([OpenView]; "Prior view's name here") ;
@Command([OpenView]; "Information")

If I use @Command([OpenView]; "Information") the view is opened, but in another window, not in the navigator.

Nope. I've found that occasionally, when it opens a new window, explicitly setting the "no new window" parameter helps. And opening the existing view first sometimes forces the focus to that panel, so the next OpenView does not attempt to open a new window.
@SetTargetFrame will NOT work, assuming the setup is the standard "open navigator with view" (a la R4), rather than an explicit framset with a standalone navigator in one frame, and a view independently opened in the other.
